UPS Delivery????

Okay, so I brought something off of eBay and it came to about $40. The guy sent it by UPS and I wasn't here to recive the package, this was only the first attempt at delivery. There is a little box checked that says "Brokearge amount $54.29 Payable to UPS" Does that mean I freaking owe another $54 after already paying the eBay guy? Like seriously. The thing I bought wasn't even really worth $40 in the first place but I wanted it and couldn't find it around here where I live. I don't want to pay like $95 bucks for a piece of crap!
